How to merge PDF files into one document in the right order

Pick two or more PDFs, set the order they should appear in and save one combined file. Every page of each document is copied in the order shown in the list.

  1. Choose two or more PDF files in one go, up to 20 files and 30 MB combined. Choosing files again replaces the current list.
  2. Arrange the list with the Up and Down buttons or by dragging a row. The first file in the list supplies the first pages of the result.
  3. Optionally change the output filename, which starts as merged.
  4. Select Process & download. The merged document can hold up to 200 pages in total.
  5. Open the downloaded PDF and check the page order, links and any form fields before sharing it.

When merging PDFs is the right move

Many forms and portals accept only one attachment. An expense claim may need the claim form plus every receipt, a job application may want a cover letter, resume and references in a single file, and a landlord may ask for pay stubs and an ID scan together. Merging turns several PDFs into one document that opens in any reader and keeps the pages in a predictable order.

Merging is also useful for tidying your own records, such as joining monthly statements into one yearly file or combining chapters that were scanned separately. Because the work happens in your browser, it suits documents you would rather not send to an online service.

Worked example: building an application packet

Suppose you have cover-letter.pdf with 1 page, resume.pdf with 2 pages and references.pdf with 1 page. You select all three at once, and the browser lists them as references.pdf, resume.pdf, cover-letter.pdf. Select Up twice on cover-letter.pdf and once more on resume.pdf until the list reads cover letter, resume, references.

After Process & download, the status reads Merged 4 pages in displayed file order and merged.pdf downloads. Page 1 is the cover letter, pages 2 and 3 are the resume and page 4 is the reference sheet. If you instead tried to merge a 120-page report with a 95-page appendix, the total of 215 pages would exceed the limit and the tool would stop with the message Merge at most 200 pages.

How the merge works

The tool uses the pdf-lib library inside your browser. It creates a new, empty PDF, loads each file in the order of the list, copies every page of that file into the new document and saves the result. Before the download starts, the saved file is loaded once more to confirm it contains pages.

Because the output is a new document, some document-level parts of the originals are not copied. Bookmarks, the document title and author, and attachments stay behind. Form field widgets travel with their pages, but the form structure is not combined, so fillable fields may stop working. Any digital signature is invalidated, as with any edit. Fonts and images are not shared between source files, so the merged size is usually close to the total of the inputs.

Common mistakes to avoid

The most common slip is choosing files in two separate batches. A second choice replaces the list rather than adding to it, so select every file in one go or drop them all together. Another is forgetting to check the order before processing; the list number beside each file is the order in the output.

Encrypted files fail with a message asking you to unlock them first, and image files are not accepted here, so convert photos with JPG to PDF before merging. Finally, merging does not compress anything. If the combined file is too large for an upload limit, run it through Compress PDF afterward and compare the sizes.

Useful tips and limitations

  • To merge only some pages, cut the files down first with Split PDF or PDF Page Organizer, then merge the smaller files.
  • Encrypted PDFs cannot be merged directly. Make an authorized unlocked copy in PDF Tools first.
  • Name your files with a number prefix such as 01, 02 and 03 before choosing them, so they are more likely to appear in the right order.
  • Keep the original files until you have opened the merged PDF and checked every page.

Common questions

Does Merge PDF keep the bookmarks from my files?

No. Pages are copied into a new document, so bookmarks (outlines) and the original document title are not carried over. Add bookmarks afterward in a desktop PDF editor if you need them.

How many files can Merge PDF combine at once?

Up to 20 PDF files with a combined size of 30 MB. The merged result is limited to 200 pages.

Can I change the file order in Merge PDF after choosing files?

Yes. Use Up and Down or drag a file row to a new position. Remove takes a file out of the list without affecting the others.

Why does Merge PDF say it cannot edit my file?

The file is encrypted or damaged. Make an authorized unlocked copy in PDF Tools, or re-save it from a PDF reader, then merge again.

Does Merge PDF reduce the size of the combined file?

No. Pages are copied as they are, so the result is usually close to the total size of the inputs. Use Compress PDF afterward if you need a smaller file.

Can Merge PDF combine images with PDF files?

Not on this page, which accepts PDF files only. Convert the images with JPG to PDF first, then merge the resulting PDF with your other documents.
